Public Procurement network
1. Objective/ Definitions
Public Procurement Network is an informal European-wide co-operation network in the field of public procurement and was established at a meeting, which took place in Copenhagen on January 31, 2003.
The objective of the network is to strengthen the application and the enforcement of the procurement rules through mutual exchange of experience and benchmarking, and to create a reliable and effective informal co-operation including problem - solving in cross-border cases related to public procurement.
2. Organisation
Full membership of the PPN is open to all EU-Member States. Associate membership of the PPN is open to EEA-countries, accessing countries and candidate countries committed to applying the EU-rules. Other countries and State-based organisations operating at European level can be invited to participate in the work of the PPN, when appropriate. The European Commission has the status of observer to the PPN and supports the activities within the Public Procurement Network.
a) Presidency
Until the 1st of July 2011 the Presidency of PPN will be held on the current voluntary basis. After that date the Presidency will rotate between the full members and lasts for one year. The rotation of the Presidency of PPN follows the list for the Presidency of the European Union beginning with the country that held the EU-Presidency in the second half of 2009.
The activities of the Presidency should contribute to the objective of PPN in strengthening the application and the enforcement of the procurement rules through mutual exchange of experience and benchmarking, and to create a reliable and effective informal co-operation.
b) Advisory Group
An Advisory Group will advice and assist the Presidency in the management of the network. This Advisory Group consists of the previous and the next Presidency of the PPN and up to four full members on a voluntary basis for the duration of the Presidency.
c) Meetings
The Presidency is responsible for the organisation of at least one plenary meeting of the PPN. In special circumstances and at the request of the incumbent Presidency, upon consultation with the Advisory Group, it may be decided that another full member is in charge of organising the plenary meeting on a voluntary basis.
The Presidency or the full member in charge of the plenary meeting arranges and invites for it giving at least 2 months notice. The Presidency decides on the agenda of the meeting(s) and on the definition of the format to be adopted.
During the plenary meeting the Presidency reports back on or announces activities during its Presidency, such as activities by ad hoc working groups or workshops.
The Presidency is responsible for keeping up to date the information of the PPN-website and the general maintenance of the PPN-website.
d) Working Groups and Workshops
With a view to the preparation of the agenda of a plenary meeting or to address specific issues of interest to participating countries, specific ad hoc working groups and workshops may be set up by the Presidency by its own initiative or on the proposal or request of participating countries.
Working Groups and workshops are run by the incumbent Presidency or any other participating country volunteering to organise or chair a working group or workshop. The participations in such activities are on a voluntary basis.
e) Language and Communication
The Presidency decides on the language regime at meetings. At all times English is part of the language regime. It is recommended that administrative costs be kept low.
f) Costs
Each participant is responsible for their own costs for all travel and subsistence in connection with the networking.
g) Advisory Committee on Public Procurement (ACPP)
At the invitation of the chairman of the ACPP the Presidency of PPN can give information on ongoing and future activities.
h) Contact Points
Each country appoints up to three Contact Points for taking action in connection with the activities including taking action in cross-border problem solving. Each country is responsible for an update of this Contact Point list at least once a year, and more when appropriate. The Contact Points are listed on the website of the Public Procurement Network and can also be reached by the SOLVIT Coordinating Centres.

Meetings held by the PPN
The 2009 meeting was held by the Italian Presidency in Rome on 15th October
The 2007 "ad-hoc" meeting was held by the Portuguese government in Lisboa on 12th and 13th November
The 2007 meeting was held by the Polish government in Warsaw on 26th and 27th April
The 2006 meeting was held by the French government in Paris on 16th and 17th March.
The 2005 meeting was held by the Slovenian government on the 17th
and 18th March.
